Robert Hrabinsky is a senior lawyer with 37 years at the bar, focusing on administrative and regulatory law. He advises regulators, public institutions, and employers across British Columbia on governance, licensing, enforcement, professional discipline, and judicial review.

Robert has acted as counsel for various regulatory bodies such as the BC Broiler Hatching Egg Commission, BC Egg Marketing Board, BC Milk Marketing Board, BC Turkey Marketing Board, BC Vegetable Marketing Commission, Motor Dealer Customer Compensation Fund, Motor Vehicle Sales Authority of British Columbia, Fraser Health Authority, Provincial Health Services Authority, and Vancouver Coastal Health Authority.
Robert has also represented accountants, nurses, and physicians in professional disciplinary matters. On an occasional basis, Robert serves as the Acting Deputy Registrar of Motor Dealers.
In the area of health law, Robert has:
Provided advice to in-house counsel and medical administration in quality of care / hospital privileges cases;
Represented physicians in complaint proceedings before the College of Physicians and Surgeons of British Columbia;
Acted for hospitals in judicial review proceedings arising under the Mental Health Act, before the Supreme Court and Court of Appeal;
Provided advice in anticipation of litigation in contract procurement cases;
Provided advice to Licensing Officers, and acted as counsel for Medical Health Officers in proceedings brought before the Community Care and Assisted Living Appeal Board;
Provided advice to Environmental Health Officers and acted as counsel in various matters in which injunctive relief has been sought; and
Provided general advice (including training for licensing officers and Medical Health Officers) with respect to administrative and regulatory law.
He has appeared before the Saskatchewan Court of Queen’s Bench, Saskatchewan Court of Appeal, British Columbia Supreme Court, British Columbia Court of Appeal, and the Federal Court of Canada. Additionally, he has acted as counsel before various administrative bodies, including the National Farm Products Council and the Canadian International Trade Tribunal. Robert has also appeared as counsel on Parliament Hill before a joint committee of the Senate and the House of Commons, and he has contributed to the drafting of both federal and provincial legislation, as well as subordinate regulations promulgated by regulatory authorities.
